From environmental crisis to federal policy
Translating a decades-long cross-border environmental challenge into communications, proposed legislation, and possible federal action.

The challenge
The sewage crisis affecting the Tijuana River Valley involves overlapping jurisdictions, technical infrastructure, environmental risk, and lasting consequences for nearby communities.
The idea
Make the problem legible to policymakers and the public while developing proposals that connect policy mechanisms to actionable results.
The work
Working with former Congressman Brian Bilbray, I helped develop a legislative working draft, section-by-section briefing, policy overview, a proposed executive order, and an accompanying federal-action proposal. I have also organized interviews and press engagements addressing the issue.
What it shows
The materials demonstrate legislative and executive-policy development and ongoing media relations. The bill is a working draft, not enacted law. The executive-order proposal is not an issued order, and no official adoption is claimed.
